There are more reasons why OCTOPUSSY is the worst James Bond movie ever, but these are the most egregious.
Gags, gags, and more gags--all of them bad.
And culminating in our having to see James Bond 007 not only reduced to wearing a gorilla suit, but to being literally turned into a clown.

Far from worst. It's a joy compared to A View to a Kill. And Octopussy's aerial finale is genuinely thrilling.
Yeah, have to agree...View to a Kill was a stinker, Octopussy was the last decent Roger Moore Bond film, IMO. His best one was just before Octopussy though: For Your Eyes Only. Rather than go overboard with submarines being captured (The Spy Who Loved Me), or going into outer space (Moonraker, a rushed file that was CLEARLY designed to ride on the coattails of Star Wars and Battlestar Galactica), Both FYEO and Octopussy really scale down to more believable levels.
